Ivane Kiguradze introduced the Changes to the Law on National Academy of Sciences

The changes to the law envisage clear definition of the status of the Academy, legal state of the administrative personnel and authorities of administrative bodies of the Academy. As Ivane Kiguradze stated, attraction of talented youth, development of effective supportive methods and suspension of outflow of their brains is one of the main functions of the Academy.

The draft envisages establishment of long-term scientific scholarships and gradual substitution of the corresponding members with the fellows. The total number of corresponding members and the fellows shall not exceed 40.

The draft allows selection of 9 fellows as the Academy has 31 CMs currently. “The person with the Doctors academic degree or any other equal scientific degree can be elected as the fellow, who is the author of the scientific works recognized on international level. The age of the fellow shall not exceed 50 and he/she shall be the citizen of Georgia. The term is 5 years and the fellows shall be elected with two terms. The salary of the fellow is at least 1000 GEL per month”.

Another novelty is that the state control on the LEPL based on the Academy is imposed on the Government instead of the Ministry of Education. The former Rector of TSU, the member of the Academy Lado Papava shared this idea. “This novelty is absolutely right. The Library, which could be attached to the Academy, was blocked by the then management of the Ministry”.

The Academy can have one Vice-President and the positions of the President and the Vice-President are considered as the administration positions. The full-fledged member of the Academy under 70 can be elected on the hereof positions. L. Papava stated that the criterion for membership shall be merit instead of age. The draft provides that the main structural unit of the Academy is the Scientific Division, unifying the full-fledged members, corresponding members and fellows.

The draft also provides, that the Division is headed by the Academic Secretary of the Division.

The Committee also considered the Agreement between Georgia and Korea on Prevention of Double Taxation on Income and Elimination of Non-Payment of Taxes.

The Committee considered with the III reading the draft on Early and Pre-School Education and heard the report by Public Broadcaster for 2015.
